go by build dates, eg my cars build date is october i think, so i can only enter octobers comp... perhaps make it compusory to include a pic of your compliance plate as proof...

I like the car of the month idea.
To solve the problem of people winning over and over again. Once you win fo a particular month you cant enter again for the rest of the year.
I think maybe add a car of the year to it as well, voted from the 12 monthly winners. The person who wins car of the year maybe gets a prize or something??? They then cant enter any car of the month comps the following year so that everyone else has a chance.
