That would be the one way valve indeed. I used to buy these in Europe for 25 dollars. Sold my last one to a member not too long ago. 308 dollars, tell em they're dreaming. Have a look on fleabay. As Aaron said, a 5 dollar fishing/aquarium one way valve will do the job for a little while too.

Or you could try one of these. $11 incl. shipping and they're aluminium. Got one here I was going to put on my Z20LET, as the engine I have came with a busted one, but never got around to it and have had it blocked off ever since.

I'm led to believe that the purpose of the one way valve on the vacuum lines is to allow excess crankcase pressure back in through the intake manifold's vacuum system. A blocked valve can apparently result in the Z20LEx's most common issue, the leaking rocker cover gasket. Having said that, I haven't really experienced the issue since having that line blocked off, probably because the crankcase also vents gases back in through a much larger pipe back through the intake pipe just after the MAF sensor.
I got it all sorted with a cheap check valve and it all good now except the quick paint job to fix a keying on the bonnet I found
