The idea began in UK pubs to prevent brawling after they closed at 1am. That worked.
If i were a hoon. i'ld spite the council by organising everyone to grab a partner and start dancing to the songs on the street and road. i'ld like to see how they react to that coz you cant be fined for dacing on the streets.
