photoshop :), an easier way would be using this tool from microsoft
http://download.microsoft.com/download/whistler/Install/2/WXP/EN-US/ImageResizerPowertoySetup.exe

Its a microsoft powertoy, install it, right click on the pic, and choose resize picture, rest should be easy :p
