Wow. That design sure is 'out there'. I quite like the front end. For the back end, I think they were going for 'like a motorbike', but got the scale wrong. I'm not sure if they've achieved the look they were after, and I don't particularly like what they did come up with...

BTW, the reference to 45km/h and learning at 16 in the article isn't applicable here - it's a reference to a European law which classifies a light four wheel vehicle as a "quadricycle" (http://en.wikipedia.org/wiki/Motorised_quadricycle) rather than a car, which can be legally driven on a moped license in a number of European countries, and also means they don't have to meet a bunch of other car constructional regulations.

If the power levels are down at the levels required for a quadricycle (<15kW), it would have a significantly lower power to weight ratio than a Tata nano, and could hardly be described as 'brisk'. I would suspect a separate low power version for any quadricycle regulation compatibility...
