front wheel is done shit, but the back gives you a pretty good idea.
i reckon get them, at that price youd be kicking yourself if you dont...

Shouldn't they already be balanced if the tyres are already on there?

Wear and tear can knock some of the weights off, or the rims may have had some damage and need to be weighted/ fixed

as long as the rolling diameter is the same.

i went from 15" to 19" and the speedo is exactly the same.

choose the right tyre profiles and you will be fine

i pay 150 for mine, and they are decent enough for day to day driving.
