Just a heads up on a new speed camera system they are testing. It's a
> cylindrical pole about 2m high with 3 Perspex stripes on it (hidden
> cameras, one for each lane of the highway), and there's some matching
> sensors on the far side of the road in the gutter.
> Please be aware that big brother is watching. When you see the stripes
> it means that there is a speed camera. The locations for these new
> cameras are listed below. The one in question is located at the bottom
> of a very steep hill. Of course it is illegal for a radar or mobile
> speed camera to be set up in these sort of positions but its ok if its
> fixed.
> Victoria Police and the Dept of Justice announce 30 non-fixed red light
> cameras around Melbourne will become fixed, digital and upgraded to

The new locations and upgrades that are now issuing infringements are on the DoJ website:
http://www.justice.vic.gov.au/wps/wcm/connect/justlib/road+safety/home/rsafety+-+listing+of+the+new+road+safety+cameras

The complete listing of all the sites to be installed/upgraded:
http://www.justice.vic.gov.au/wps/wcm/connect/justlib/road+safety/home/rsafety+-+53+new+digital+camera+locations
By the looks of that list above, they are old wet film sites that are being upgraded to speed and red light

The existing wet film sites (red light cameras) will be changed to speed and red light cameras.

Information about the new cylindrical camera: http://www.justice.vic.gov.au/wps/wcm/connect/justlib/road+safety/home/rsafety+-+victoria+chosen+to+test+new+technology+%28news%29
This hasn't been prescribed in legislation as of yet as an approved device, so until this is amended, they can not be used to issue infringements.

As for the gutter devices, they are used to to corroborate the speed detected by the camera. (if the camera and the gutter device do not match up with the speed detected, no infringement issued)

You'll find that the location that is on a hill will probably be changed to different side of the road. Although they can put them on a hill, they dont want to be seen to be nasty or sneaky, so you'll find they will change the location or which side of the road that it is on.

All of this info is on their website (www.justice.vic.gov.au/camerascutcrashes (http://www.justice.vic.gov.au/camerascutcrashes)) and has the VicPol handbook and all of the compliance certificates for the cameras online.
