Is that the way they do things in 'neutral' countries? Calculate fines on a case-by-case basis, based on the offender's income/worth?

Why would a millionaire care about a $200 fine, ofcourse they are just going to be repeat offenders. At the end of the day, it's about getting people to drive within the law, and to ultimately save lives, if thats what it takes I reckon it's a good thing.

Although, how to administer that system, thats another ball game.
