I would sand it down to remove all the silver and then spray with primer before applying 2 or 3 layers of paint.

If you're using from a spray can, primer is defo a good idea - you want to fill in all the cracks and divots that you create by sanding it. Then 2 layers of colour should be enough, you may want to use a heat gun (brotek version is a hair dryer) to help the paint adhere properly. A glossy clear coat would go down nicely as well.

S'far as paint goes just hop down to your favourite automotive store, they'll set you up with what you need.

Sand it down - start with 600, then 800, then 1200 sand paper - do wet sanding.

Clean with grease and wax remover or just paint thinner.

Prime with etch (if it is metal) or plastic primer if it is plastic.

Sand with 1200 slightly.

Clean an dry.

I would paint with Base colour and 2 pack clear. 2 coats of base color and 3 coats of clear.

ps: you can also use spray can but it wont last as long n look as nice.
