to settle this once and for all (in NSW at least), i called the RTA and questioned them about wheel sizes. as stated in VSI 09 'Alternative wheels and tyres' -

[...] the wheel track must not be increased by more than
25mm beyond the maximum specified by the vehicle manufacturer for that vehicle [...]

and

Wheels up to 26mm wider than the largest optional wheel recommended by the vehicle manufacturer for the
vehicle can be fitted without the need to notify the RTA.
The outside diameter of the wheel and tyre combination must be no more than 15mm over the largest diameter
wheel and tyre combination specified for the vehicle and not more than 15mm below the smallest diameter wheel
and tyre combination specified for the vehicle.

which means that if you could get low enough profile tyres, you can legally put a set of 20's on a barina/corsa if it didn't change the offset and wheeltrack more than 25mm, the wheel wasn't 26mm wider than the original wheels and the overall diameter of the wheel doesn't increase by more than 15mm - unless of course you want to go down the path of getting your car certified by an engineer.

so 1" wider and a change of +/- 15mm to the overall diameter (wheel and tyre) are the maximum changes permitted by the RTA. you still will need to check with your insurer to find out what they will permit however.

dont forget about the load rating as well. all this info is listed on the rta web site.
